About the role
We are seeking an experienced National Compliance Manager to lead and strengthen SCS Group’s national compliance framework.
Reporting directly to the CEO, this is a key leadership role responsible for providing independent oversight, practical guidance and assurance across workplace relations, Business Partner and subcontractor compliance, WHS, quality, environmental management, contractual obligations and relevant legislative requirements.
Working closely with Operations, People Culture & Capability, Finance, Sales and Technology, you will ensure compliance requirements are understood, embedded into day-to-day operations, appropriately documented and consistently applied across all states and territories.
A key focus of the role will be ensuring SCS can demonstrate effective governance and compliance across our hybrid workforce model of directly employed cleaners and Business Partners.
Key responsibilities
Compliance & Governance
- Develop, implement and maintain SCS Group’s national compliance framework and annual compliance plan.
- Maintain registers covering applicable legislation, regulations, standards, licences, customer requirements and contractual obligations.
- Establish clear compliance responsibilities, controls, reporting requirements and escalation processes.
- Monitor legislative and regulatory changes and coordinate required business responses.
- Prepare accurate monthly compliance reports for the CEO and Senior Management Team.
- Maintain appropriate compliance evidence to support tenders, customer reviews, audits and due diligence.
- Promote a practical, accountable and risk-based compliance culture across the organisation.
Business Partner & Subcontractor Compliance
- Oversee the national Business Partner prequalification, onboarding, monitoring and review framework.
- Ensure Business Partners maintain current insurance, licences, registrations, employment records, training records and other required documentation.
- Conduct risk-based reviews of workplace arrangements, payroll evidence, superannuation, right-to-work documentation and worker engagement practices.
- Identify and escalate potential underpayment, sham contracting, modern slavery, exploitation and undocumented labour risks.
- Work with Finance and Operations to prevent payments to non-compliant or expired Business Partners.
- Maintain a national Business Partner compliance scorecard and corrective-action register.
- Coordinate the suspension or removal of Business Partners where compliance requirements are not met.
Direct Workforce Compliance
- Work with People Culture & Capability and Operations to monitor compliance with the Cleaning Services Award 2020, National Employment Standards and applicable workplace legislation.
- Review working hours, classifications, allowances, penalty rates, overtime, breaks and employment documentation.
- Monitor employee right-to-work status, licences, inductions and mandatory training.
- Support payroll compliance reviews and investigations into identified discrepancies.
- Ensure compliance risks are considered when mobilising new contracts or changing workforce models.
WHS, Quality & Environmental Compliance
- Oversee the national WHS compliance framework in consultation with Operations and People Culture & Capability.
- Monitor risk assessments, SWMS, chemical registers, safety data sheets, training records, incident reporting and corrective actions.
- Coordinate internal compliance audits across offices and customer sites.
- Monitor high-risk activities, including working at heights, machinery operation, chemical use, manual handling and specialist cleaning.
- Review serious incidents, identify systemic causes and ensure corrective actions are implemented.
- Maintain and continuously improve management systems aligned with ISO 9001, ISO 14001 and ISO 45001.
- Coordinate internal and external certification audits and monitor audit findings through to completion.
- Analyse compliance, quality and environmental trends and recommend preventative improvements.
Customer & Contractual Compliance
- Review significant customer contracts and tender requirements to identify compliance obligations.
- Develop compliance registers for major and high-risk accounts.
- Support customer audits, tender submissions, contract reviews and supplier-assurance questionnaires.
- Coordinate responses to material customer compliance concerns.
- Ensure mobilisation plans address employment, safety, quality, environmental and customer-specific requirements before service commencement.
Training, Investigations & Continuous Improvement
- Develop and coordinate mandatory compliance training for employees, managers and Business Partners.
- Provide practical compliance advice and guidance to managers.
- Issue compliance alerts and guidance following legislative, regulatory or procedural changes.
- Promote early reporting of incidents, breaches and potential risks.
- Coordinate investigations into material or recurring compliance failures.
- Prepare clear, evidence-based investigation reports and recommendations.
- Monitor remediation and corrective-action plans through to verified completion.
- Identify trends and opportunities for continuous improvement across the business.
About you
To be successful in this role, you will bring:
- At least 7 years’ experience in a compliance, risk, quality, WHS or governance role.
- Experience working across a multi-site, distributed or national workforce.
- Strong knowledge of Australian workplace relations and WHS requirements.
- Demonstrated experience conducting audits, investigations and risk assessments.
- Experience managing corrective actions and compliance registers.
- Strong analytical, reporting and stakeholder-management skills.
- The ability to interpret legislation, contracts, standards and policies and translate them into practical operational requirements.
- Strong integrity, independent judgement and the confidence to raise difficult issues constructively.
- A practical and commercially balanced approach to compliance.
- Excellent attention to detail, record keeping and communication skills.
- The ability to manage competing priorities across multiple jurisdictions.
- A current Australian driver’s licence and willingness to travel interstate.
Desirable experience
Experience in one or more of the following will be highly regarded:
- Commercial cleaning or facilities management.
- Security, labour hire, logistics or another labour-intensive service industry.
- Subcontractor, franchisee or outsourced service partner management.
- Working knowledge of the Cleaning Services Award 2020.
- ISO 9001, ISO 14001 and ISO 45001, including Lead Auditor experience or equivalent practical experience.
- Formal qualifications in compliance, risk, WHS, quality, law, human resources or a related discipline.
- Contractor-management, audit or governance-risk-and-compliance systems.
- Modern slavery, ethical sourcing and supply-chain due diligence.
