Role Overview

As Project Manager, you will be responsible for the successful delivery of domestic retrofit and energy-efficiency programmes, ensuring projects are delivered safely, efficiently, on programme, within budget, and to the required quality standards.

You will manage projects from initial planning and mobilisation through to completion and handover, working closely with clients, residents, consultants, contractors, internal teams, and other stakeholders.

The role will involve overseeing a range of retrofit measures, ensuring works are delivered in accordance with relevant technical standards, funding requirements, project specifications, and applicable legislation.

Key Responsibilities

  • Lead the delivery of domestic retrofit, decarbonisation, and energy-efficiency projects from inception through to completion.
  • Manage multiple retrofit projects and programmes across social housing and public sector properties.
  • Take responsibility for project mobilisation, planning, delivery, monitoring, completion, and handover.
  • Develop and manage project programmes, ensuring key milestones and targets are achieved.
  • Monitor project budgets, costs, forecasts, and expenditure, ensuring effective financial control.
  • Manage contractors, consultants, and supply chain partners, ensuring performance meets contractual, programme, quality, and KPI requirements.
  • Coordinate the delivery of retrofit measures including, where applicable, insulation, ventilation, windows and doors, heating systems, renewable technologies, and other energy-efficiency improvements.
  • Ensure retrofit works are delivered in accordance with relevant PAS 2035/PAS 2030 requirements, project specifications, and quality standards.
  • Ensure appropriate assessment, design, installation, inspection, and handover processes are followed.
  • Monitor workmanship and quality throughout delivery, managing defects, remedial works, and snagging through to completion.
  • Ensure projects comply with relevant Building Regulations, CDM requirements, health & safety legislation, and environmental standards.
  • Identify, manage, and mitigate project risks, issues, and dependencies.
  • Work closely with Retrofit Assessors, Coordinators, Designers, contractors, and other technical specialists.
  • Manage resident and stakeholder engagement, ensuring clear communication throughout the project lifecycle and minimising disruption.
  • Monitor project performance against agreed KPIs, targets, funding requirements, and programme objectives.
  • Prepare regular reports covering programme progress, financial performance, risks, quality, and delivery.
  • Ensure all project documentation, certification, evidence, and handover information is complete, accurate, and auditable.
  • Support the administration and reporting requirements associated with retrofit funding programmes and grant-funded works.
  • Manage project completion, including final inspections, certification, handover, and close-out.
  • Contribute to continuous improvement and the development of best practice across Cardo Group’s retrofit services.

You Will Need

  • Proven experience as a Project Manager delivering retrofit, decarbonisation, energy efficiency, or housing improvement programmes.
  • Demonstrable experience managing projects from inception through to completion.
  • Strong understanding of domestic retrofit and energy-efficiency measures.
  • Knowledge of PAS 2035 and PAS 2030 and their application within retrofit projects.
  • Experience working within social housing, local authority, construction, property maintenance, or a similar environment.
  • Experience managing contractors, consultants, and supply chain partners.
  • Strong programme and project management skills.
  • Experience managing project budgets, costs, risks, and performance.
  • Good understanding of Building Regulations, CDM, health & safety, and relevant construction standards.
  • Experience working with residents and stakeholders within occupied properties.
  • Experience of delivering grant-funded or regulated retrofit programmes would be advantageous.
  • Relevant construction, property, project management, or retrofit qualification.
  • SMSTS qualification.
  • Strong communication, negotiation, and stakeholder management skills.
  • Excellent organisational skills with the ability to manage multiple projects and competing priorities.
  • Proficient in Microsoft Office, including Excel, and project management software.

Desirable Experience

  • Retrofit Coordinator experience or strong understanding of the Retrofit Coordinator role.
  • Experience delivering SHDF, ECO, HUG, or other government-funded retrofit programmes.
  • Knowledge of PAS 2035, PAS 2030 and MCS requirements.
  • Experience delivering whole-house retrofit and fabric-first approaches.
  • Experience working with Energy Performance Certificates (EPCs) and retrofit assessments.
  • Experience within social housing or local authority retrofit programmes.
  • Knowledge of domestic energy-efficiency and decarbonisation strategies.
