The Health and Safety at Work Act 2015 (HSWA) has been the backbone of workplace safety law in New Zealand for over a decade. It sets out the duties employers and workers owe each other, how risks must be managed and what regulators can do when things go wrong.

Now, a significant reform is underway. The Health and Safety at Work Amendment Bill was introduced to Parliament in February 2026 and after passing the first reading, has just closed to public submissions. While the Bill still has some time (and possible changes) before it receives Royal Assent, the current proposals are substantial enough that New Zealand employers need to know what’s included.
