We are seeking a strategic and detail-oriented Business Development Specialist to drive growth through high-quality proposals, client engagement, and opportunity development. This role bridges business development, marketing, and technical delivery teams, supporting pursuits across multiple business lines. The ideal candidate is both a strong writer and a proactive coordinator who can lead proposal development from opportunity identification through submission, while contributing to broader business development strategy. Although a full-time, Kamloops-based employee is preferred, part-time and remote work arrangements will be considered.
KEY RESPONSIBILITIES
Business Development & Strategy
- Identify and track new business opportunities across public and private sectors.
- Support market research, client targeting, and competitive analysis.
- Collaborate with leadership to develop pursuit strategies and win themes.
- Build and maintain a pipeline of qualified opportunities.
Proposal Management
- Lead end-to-end proposal development, including RFQs, RFPs, EOIs, and unsolicited proposals.
- Develop proposal schedules, assign responsibilities, and ensure deadlines are met.
- Coordinate inputs from technical teams (project managers, architects, consultants).
- Ensure compliance with client requirements and submission guidelines.
Proposal Writing & Content Development
- Write, edit, and refine compelling proposal content, including executive summaries, methodologies, and team qualifications.
- Translate technical information into clear, persuasive narratives.
- Maintain and continuously improve proposal templates and content libraries.
- Tailor messaging to align with client needs, project goals, and evaluation criteria.
Stakeholder Coordination
- Act as the central point of contact for internal proposal teams.
- Liaise with subject matter experts to gather accurate and relevant information.
- Coordinate with marketing for branding, graphics, and presentation materials.
Process Improvement & Reporting
- Track proposal outcomes, win rates, and lessons learned.
- Recommend improvements to proposal processes, tools, and templates.
- Maintain organized records of submissions, credentials, and project data.
QUALIFICATIONS
- Bachelor’s degree in Business, Communications, Architecture, Engineering, or a related field.
- 5+ years of experience in business development, proposal management, or technical writing within consulting, architecture, engineering, or project management sectors.
- Proven experience managing complex proposals with multiple contributors.
- Exceptional writing, editing, and proofreading skills.
- Strong organizational and project management abilities.
- Ability to work under tight deadlines and manage competing priorities.
- Proficiency with Microsoft Office (Word, Excel, PowerPoint); experience with proposal tools or CRM systems is an asset.
PREFERRED SKILLS
- Familiarity with public sector procurement processes (e.g., RFQ/RFP submissions in Canada).
- Understanding of architecture, engineering, or project management services.
- Experience with tools such as InDesign, SharePoint, or proposal automation platforms.
- Strong interpersonal skills with the ability to influence and coordinate cross-functional teams.

RENUMERATION
Employer’s reasonable expectation of base pay for the job at the time of posting is $85,000 to $115,000 annually. This does not prevent the applicant from requesting a higher wage or salary than the amount advertised, nor does it prevent the employer from agreeing to pay an applicant a higher wage or salary than the amount advertised.
